Orlando Mayor Buddy Dyer is seeking $5 million from Orange County to help build a long-sought permanent memorial to the 2016 Pulse nightclub massacre, but his request is facing early resistance, in a sign of lingering bitterness over the failure of earlier memorial plans.

Orange County Mayor Jerry Demings supports the idea, but the request must go to the full board of commissioners for approval.

Orlando has committed $7.5 million to the memorial’s design and construction costs in addition to funds used to purchase land adjacent to the nightclub’s site. However, city leaders estimate the actual cost to be approximately $12 million.
